Family New Life Range of Services

Pre-Employment Transition Services

The primary purpose of Pre-ETS provided or coordinated by DORS is to help students begin to identify career interests and to learn skills in preparation for transition to employment and/or post-secondary education.


Pre-ETS may be provided in a group or generalized classroom setting and/or an individualized setting and are limited to any or all of the five services outlined below.

Instruction in Self-Advocacy

Instruction in Self-Advocacy may include, but is not limited to:

  1. Learning about their rights and responsibilities.
  2. Learning how to request accommodations, services or supports.
  3. Mentoring with education staff (e.g., principals, nurses, teachers, or office staff).
  4. Peer mentoring with individual​s employed by or volunteering for employers: boards, associations, or organizations in integrated community settings.
  5. Participating in youth leadership activities offered in educational or community settings.

Workplace Readiness Training

Workplace Readiness Training to develop social skills and independent living skills necessary for employment may include, but is not limited to:

  1. Learning communication and interpersonal skills.
  2. Financial literacy, including benefits planning services.
  3. Orientation and mobility skills to access workplace readiness training or to learn to travel independently.
  4. Job-seeking skills.
  5. Understanding employer expectations for punctuality and performance, as well as other "soft" skills necessary for employment.
  6. On-site workplace readiness training during a work-based learning experience (WBLE).

Job Exploration Counseling

Job Exploration Counseling may include, but is not limited to:

  1. Review of information regarding in-demand industry sectors and occupations, as well as nontraditional employment.
  2. Administration of vocational interest inventories and provision of Local labor market information that applies to the student’s particular interests.

Counseling on Opportunities for Enrollment in Comprehensive Transition

Counseling on Opportunities for Enrollment in Comprehensive Transition or Post-Secondary Education Program may include, but is not limited to:

  1. Exploring the types of academic and occupational training needed to succeed in the workplace.
  2. Postsecondary opportunities associated with career fields or pathways.
  3. Self-advocacy skills for the purpose of identifying accommodations and services in an educational program, as well as providing resources that may be used to support individual student success in education and training (i.e., disability support services).
  4. Advising students, parents, and representatives on academic curricula and course offerings.
  5. Providing information about college applications and admissions processes.
  6. Completing the Free Application for Federal Student Aid (FAFSA).

Work-Based Learning Experiences

Work-Based Learning Experiences (WBLE) may include opportunities that are available in school, after school, or outside the traditional school setting; however, they must be provided in an integrated setting in the community to the maximum extent possible. DORS and community partners should seek every opportunity to provide work-based learning experiences in integrated settings before providing these services in non-integrated settings. Services may include, but are not limited to:

  1. Coordinating a school-based program of job training and informational interviews to research employers.
  2. Work-site tours to learn about necessary job skills.
  3. Job shadowing.
  4.  Mentoring opportunities.
  5. On-site work-based experiences,      paid or unpaid (i.e., internships, volunteering, practicums, as well as service learning opportunities).

Note: Students ​with disabilities may not participate in any paid work experience without a valid Social Security Number or other documents that establish employment eligibility.

Vocational Rehabilitation Service

Vocational rehabilitation services are any services described in an approved Individualized Plan for Employment or necessary to assist an individual with a disability in preparing for, securing, retaining, and or regaining an employment outcome consistent with the strengths, resources, priorities, concerns, abilities, capabilities, interests, and informed choice of the individual, including:

  1. Job-related services – including job search and placement assistance, job retention services, follow-up services, and follow-along services.
  2. Supported employment services.
  3. Post-employment services as necessary to assist individuals to maintain, regain or advance in employment.


d. Job Development Preparation (maximum of six hours) – As required, resume and cover letter preparation, and interview preparation.


e. Job Development (issued in 20-hour increments; if more than 60 hours are required, a team meeting and regional administrative approval is needed) – May include preparation and practice of interviewing skills, role play, job placement, and communication support throughout the interview and placement process, and assistance with On-the-Job Training (OJT) coordination in partnership with the DORS regional business services representative.


f. On-site Follow-Up (onboarding, training, and on-the-job mentoring, support and problem resolution) – May be provided when a consumer initially achieves employment for the purpose of stabilizing the employment.

Job Coaching Services

Short-term job coaching and intensive, supported employment job coaching may be provided, as appropriate, including community-based services such as job skills training, monitoring, follow-along, and case management to assist an individual in maintaining employment, from job coaching programs that have been approved by DORS.

  1. Job coaching services are part of the placement process and are provided without determination of financial need.
  2. Job coaching services will be purchased only from DORS-approved programs.
  3. Job coaching services shall be purchased in accordance with DORS’s fee schedule and the policies and procedures as set forth in.
  4. Job coaching services involve at least twice a month contact with the consumer at their job site (or off-site if agreed upon) to assure the individual has the appropriate level of support to maintain their position. The amount of support required is based on a collaborative discussion between the provider, the consumer, and the DORS counselor.
